Guidelines for determining adequacy of Electrical Supervisors and Electricians on duty in every mine or oilfield while electricity is being used.
1. Role of Electrical Supervisors
Ensure electrical safety and regulatory compliance. Must be familiar with legislation, standards, codes of practice,
and guidelines.
2. Regulatory Updates
Based on Regulation 117 (sub-regulations 1 & 3) of CEA Regulations, 2023.
Replaces provisions from CEAR 2010.
Directorate General of Mines Safety empowered to create
guidelines.
3. Development of Guidelines
Created through stakeholder consultations (coal, metal, oil sectors).
Framework based on:
Supervisor/electrician ratios to area and operational shifts.
Presence of trained emergency personnel.
Volume of electrically operated HEMM vs. total installed
capacity.
4. Compliance Requirement
Guidelines established in accordance with Regulation 117 (1), CEA
Regulations, 2023.
Ensures adequacy of electrical supervisors and electricians in
mines and oilfields.
Adequacy of Electrical Supervisors:
General Requirement
Adequate number of electrical supervisors must be appointed in
mines for operation & maintenance of electrically operated
machinery/apparatus.
Specific Requirements
1. Belowground Mines (Conventional/Semi-mechanized):
One electrical supervisor per working district and associated
apparatus/substations per shift.
