Quality and conditions of explosives provided for use in mines.
Explosives Quality Requirement:
- Reg. 183 of the CMR, 2017, and Reg. 153 of MMR, 1961, explosives used in mines must be of good quality and condition.
- Suitable checks have not been implemented at all mine magazines to ensure compliance, which could lead to avoidable hazards.
Fatal Accidents Due to Explosives:
2019-2024
- 21 fatal accidents occurred in mines due to explosives
- 44 fatalities and 12 serious injuries
The main causes of these accidents
- Accidental initiation
- Deep hole blasting projectiles
- Secondary blasting projectiles
- Delayed ignition
- Unsafe blasting practices
Electronic Detonators:
- After an accident in an opencast coal mine involving explosive materials
- Tests were conducted on electronic detonators used in the mine at CSIR-CTMFR, Dhanbad
- It was discovered that some batches of electronic detonators did not fully meet the prescribed BIS norms for quality standards.
