
SHORT NOTES ON CIL EXECUTIVES’ CONDUCT, DISCIPLINE & APPEAL RULES
CHAPTER - I: GENERAL
1.0 Short Title and Commencement
- These rules officially named the "Coal India Executives' Conduct, Discipline & Appeal Rules."
- Effective immediately upon notification.
- Supersedes previously existing Conduct and Discipline Rules, 1978.
2.0 Application
- Applicable to all employees in executive cadre working in Coal India Limited (CIL) and its subsidiary companies.
- Clearly mentions exclusion for employees governed under Standing Orders (typically non-executives).
3.0 Definitions (Clearly Elaborated for Understanding)
(a) Employee:
- Includes every person holding an executive position in Coal India or subsidiaries.
- Covers executives temporarily placed (deputation) from government departments or other Public Sector Undertakings (PSUs).
- Includes retired executives if disciplinary proceedings initiated before retirement.
(b) Company:
- Refers specifically to Coal India Limited (CIL) and includes its subsidiary companies.
(c) Board:
- Clearly means Board of Directors of Coal India or subsidiaries.
(d) Appellate Authority:
- Higher authority designated clearly for appeals against disciplinary actions.
(e) Competent Authority:
- Person authorized by the Board to implement rules, penalties, or take disciplinary action.
CHAPTER - II: CONDUCT
4.0 Duties and Obligations of Executives
(a) Integrity and Devotion:
- Executives must maintain absolute integrity, honesty, sincerity, and dedication towards their duties.
- Any act violating honesty or ethical behavior is considered misconduct.
(b) Professional Responsibility:
- Employees must:
- Act solely in company's interest, maintaining impartiality and transparency.
- Avoid personal bias, prejudice, or self-interest in decisions.
(c) Confidentiality and Secrecy:
- Strict prohibition against disclosure of confidential information or documents without formal authorization.
