NATIONAL COAL WAGE AGREEMENTS (NCWA)-XI
The wage structure and service conditions, including fringe benefits for coal industry employees, have been governed by the National Coal Wage Agreements (NCWA) since 15th August 1967, based on recommendations of the Central Wage Board. These agreements are signed between Coal India Limited (CIL), Singareni Collieries Company Limited (SCCL), and trade unions.
Key points:
NCWA agreements have been periodically renewed, with each lasting 4 to 5 years.
The latest agreement, 11th Wage Agreement for CIL & SCCL (2021- 2026), was signed on 20.05.2023.
Joint Bipartite Committee for the Coal Industry (JBCCI-XI)
As the 10th NCWA expired on 30th June 2021, a new committee, JBCCI- XI, was formed under the Ministry of Coal on 06.05.2021 to negotiate a fresh wage agreement.
Composition of JBCCI-XI:
Representing Management (14 members):
Coal India Ltd. & subsidiaries - 12 members
Singareni Collieries Co. Ltd. - 2 members
Representing Trade Unions (18 members):
BMS - 4 members
HMS - 4 members
AITUC - 3 members
CITU - 3 members
INMF (affiliated with INTUC) - 4 members Judgment on Union Representation
A Calcutta High Court judgment (02.02.2023) reallocated the INTUC slot (2 members) to INMF, based on a communication dated 10.06.2022.
This agreement will determine the new wage policies for non-executive employees of CIL & SCCL.
Scope and Coverage - NCWA-XI
1. Agreement Name & Duration:
The agreement is called National Coal Wage Agreement (NCWA)- XI.
It is effective from 1st July 2021 to 30th June 2026 for a 5-year period.
