
SHORT NOTES ON CIL EXEC LEAVE RULES, 2010 (AMND. TILL MAR 2025)
1.0 TITLE
The Coal India Executives Leave Rules, 2010 were introduced to replace all previous leave rules and amendments, aiming to provide a uniform leave policy for executives of Coal India and its subsidiaries.
2.0 SCOPE & APPLICATION
The rules apply to all whole-time regular executives employed by Coal India Limited and its subsidiaries. This includes both newly appointed and existing executives, and also extends to Management Trainees where applicable.
3.0 DEFINITIONS
This section outlines key terms used in the policy:
- Executive: Refers to all regular, full-time executives.
- Deputationist: An executive working on deputation from other government/public sector bodies.
- Management Trainee: Executives recruited at the entry level (E1 grade).
- Pay: Includes basic pay and applicable allowances such as DA, special pay, deputation pay, and non-practicing allowance.
- Company: Refers to Coal India Limited.
- Competent Authority: Board of Directors or designated official for decision-making.
- Sanctioning Authority: Officials empowered to approve leave or encashment, such as CMDs, Directors, Area GMs, or HODs.
4.0 COMMENCEMENT
The leave rules became effective from 1st July 2010 and apply to all leave cases from that date onwards.
5.0 GENERAL CONDITIONS
Leave is service-based, not a right.
Unapproved absence = misconduct; over 8 days may mean deemed resignation.
Leave approval depends on organizational needs.

6.0 PROCEDURE FOR SANCTION
Apply in advance in prescribed format.
Competent authority to approve/reject and inform payroll.
Handover/takeover duties must be documented.
Medical leave needs certified proof.
Leave records must be maintained and moved with employee.
