Ministry of Coal Unveils Ambitious Plan to Boost Coal Production Through Global Mining Operators
Purpose:
The Ministry of Coal has launched a major initiative to modernize and expand coal mining by engaging Mining Developers cum Operators (MDOs) under Coal India Limited (CIL).
Main Objectives:
- To increase domestic coal production and reduce dependence on imports.
- To introduce advanced technology and modern mining practices.
- To enhance productivity and reduce mining costs through private participation.
- To ensure efficient excavation, extraction, and delivery of coal as per approved mining plans.
Project Details:
- Initially, 15 coal mine projects were identified with a combined capacity of about 168 million tonnes (MT).
- The plan has now expanded to 28 projects - 18 opencast and 10 underground mines - with a total capacity of around 257 MT.
- 18 mines have already been awarded to reputed private companies.
Significance:
- The MDO model will help boost domestic coal output.
- It will bring technological innovation and operational excellence to India's coal sector.
- The initiative is a key step toward energy security and self-reliance in coal production.
Selection and Role:
Reputed MDOs are selected through open global tenders to ensure transparency and efficiency. They manage the entire mining process, including excavation, extraction, and delivery of coal as per the agreement.
Technological and Operational Advantages:
MDOs bring in advanced technology, modern mining equipment, and best operational practices, resulting in higher productivity, cost efficiency, and improved coal output.
Additional Responsibilities:
- Handle Rehabilitation and Resettlement (R&R) of affected families.
- Manage land acquisition and environmental clearances.
- Coordinate with State and Central Pollution Control Boards to ensure strict compliance with environmental standards.
